CB System
Certification Overview:
The CB System (IEC System for Conformity Testing and Certification of Electrical Equipment) is an international system operated by IECEE. Certification bodies of IECEE member countries conduct tests on the safety performance of electrical products based on IEC standards. The test results, known as CB test reports and CB certificates, are mutually recognized within IECEE member countries. The aim is to reduce international trade barriers arising from the need to comply with different national certification or approval criteria.

Application for Testing
(1) Applicant as Holder of CB Test Certificate:
1. The applicant can be an enterprise or an agent of the enterprise. In the latter case, proof of authorization for the agent to handle the application on behalf of the enterprise must be submitted, along with evidence that both the enterprise and the applicant bear the same responsibilities. These responsibilities include compliance with IECEE rules and procedures, IECEE statutes, certification rules and procedures, as well as relevant national laws, regulations, and provisions in China.
2. The application can include one or more manufacturing plants in the applicant's country, with the products manufactured by these plants controlled by the enterprise.
3. When manufacturing the same products in different countries, the applicant must submit separate applications for each country where they represent enterprises.
4. If the applicant is from a non-member country of IECEE and is applying on behalf of enterprises from non-member countries, additional fees must be paid for each application. The amount of additional fees is determined by the IECEE Management Committee. Unless otherwise agreed, these fees should be collected by the CCEE handling the application and remitted to the CB System account at the IECEE Secretariat. Note: Sole proprietorships are treated as foreign enterprises, while joint ventures are treated as domestic enterprises.
(2) Preparation before Application:
- Applicants with legal status must ensure during the product development phase, aiming to sell products in the global market, that products comply with IEC standards adopted within the CB System (see Table 1), while also considering differences between national standards of IECEE member countries and IEC standards. Before submitting the application and sending samples, it is essential to confirm that the products comply with IEC safety standards and the relevant national standards of the exporting countries.
- Designate a person within the organization responsible for handling the application, sample submission, certification acquisition, and related matters after certification, and ensure understanding of the CB procedures.
(3) Application Procedure:
1. After completing the preparation for the application, the applicant contacts the CCEE Secretariat to obtain the CB Test Certificate Application Form standardized by IECEE. The letter should include the applicant's name, address, national registration number (enterprise business license number), telephone, fax, and details of the product name, model, specifications, and trademark prepared for application.
2. Upon receiving the enterprise's letter, the CCEE Secretariat will send the applicant the application form, application procedures, and fee requirements.
3. Upon receiving the CB application form and related documents from the CCEE Secretariat, the applicant completes four copies of the application form (one original and three copies) as required by the application form (typed in English). The applicant retains one copy for filing and submits the original along with the required fees.
4. If the applicant requires CCEE to certify that their products comply with Chinese or other destination countries' national standards and corresponding IEC standards differences, they may request the issuance of test reports including these differences. The applicant should pay additional test fees according to the relevant charging standards.
5. Within two weeks of receiving the applicant's submission and fees, the CCEE Secretariat will notify the applicant and issue a CB testing task notification to the designated CB test laboratory (based on the division of CB test laboratories or agreements with relevant organizations).
6. Upon receiving the notification, the applicant sends samples to the designated CB test laboratory according to the notification requirements.
(4) Issuance of CB Test Certificate:
- Upon satisfactory test results, the CCEE awards the CB Test Certificate to the applicant, along with the original CB test report. If the application includes differential tests, additional test reports are attached.
Filling out the Application:
1. Fill out the CB Test Certificate Application Form in English (typed).
2. The English name of the China National Certification Committee for Electrical Products should be filled in between the four small black dots at the top right of the application form.
3. Clearly indicate the application date.
4. If the applicant and the manufacturing plant are the same entity, fill in the same name and address in the respective columns.
5. If any components in the entire machine have obtained CB Test Certificates, indicate the component name and its CB certificate number.
6. The legal representative should sign the form. The legal representative's name should be typed in Pinyin, and the legal representative should personally sign it.
