CE Certification
Certification Overview:
In the European Union market, the "CE" mark is a mandatory certification mark. Whether produced by EU internal enterprises or from other countries, products must bear the "CE" mark to circulate freely in the EU market, indicating compliance with the essential requirements of the EU's "New Approach" directives on technical coordination and standardization. This is a mandatory requirement under EU law for products.

What is CE Certification?
The "CE" mark is a safety certification mark seen as a passport for manufacturers to access and enter the European market. Products bearing the "CE" mark can be sold within the EU member states without the need to meet individual member states' requirements, thus achieving free circulation of goods within the EU member states.
In the EU market, the "CE" mark is a mandatory certification mark. Whether produced by EU internal enterprises or from other countries, products must bear the "CE" mark to circulate freely in the EU market, indicating compliance with the essential requirements of the EU's "New Approach" directives on technical coordination and standardization. This is a mandatory requirement under EU law for products.
The letters "CE" are derived from the French "Communate Europpene," which means European Community. The European Community later evolved into the European Union (EU).
In recent years, the use of the CE mark has increased in the European Economic Area (EU, European Free Trade Association member states, excluding Switzerland) market. Products bearing the CE mark indicate compliance with a series of European directives concerning safety, hygiene, environmental protection, and consumer protection.

CE Certification Common Knowledge:
Manufacturers can follow the main steps below:
1. According to the directive's requirements on the use of the CE mark, select the appropriate conformity assessment module, principles of conformity assessment, and Council Directive 93/465/EEC, among the eight certification modules.
2. According to directive requirements, conduct self-assessment or apply for third-party assessment or mandatory application for approval by a notified body of the European Community. Prepare the manufacturer's self-declaration of conformity and/or the CE certificate from an accredited certification body as a prerequisite for using the CE mark.
3. Following the directive's requirements, after passing the specified module's conformity assessment, the manufacturer shall independently create or affix the CE mark and related directive-mandated additional information.
4. As per the directive's requirements, the CE mark position, followed by the identification number of the accredited certification body, should be affixed by the accredited certification body that performs the conformity assessment or authorized by the manufacturer or its agent in the European Community. For products with special hazards, the directive specifies that mandatory certification bodies shall conduct product sample testing and/or quality system certification, requiring assessment approval before using the CE mark.
Who accepts the CE mark?
The CE mark is accepted by the national regulatory authorities responsible for implementing market product safety controls in the European Community member states, not by customers. Once a product bears the CE mark, the authorities responsible for sales supervision of safety in the European Community market should assume compliance with the directive's primary requirements, allowing free circulation within the European Community market.
Who is responsible for the accuracy of the CE mark?
Manufacturers or their agents, or importers in EU member states, must ensure the accuracy of the CE mark.
Is the CE mark suitable for advertising?
The CE mark is designed for official market sales of product safety controls, not for consumer production or promotional tools. Therefore, it is not suitable for advertising. However, when creating your product catalog, do not forget to print the legally obtained CE mark in the catalog.
Who grants the CE mark?
The CE mark is not issued by any official authority, certification body, or testing laboratory. It should be created and affixed by the manufacturer or its agent according to one (or a combination) of the eight modules mentioned above.
Is there a standard format for the CE conformity declaration?
The directive does not specify a fixed format, but many certification bodies have their own standardized formats.
